On August 4, 2021, the European Commission published the Regulation 2021/1297, amending Annex XVII of Regulation (EC) No 1907/2006 of the European Parliament and of the Council, with concern to Perfluorocarboxylic acids with a chain length between 9 and 14 carbon atoms (C9-C14 PFCA), their salts and substances related to C9-C14 PFCAs.

These fluorinated compounds are used in a wide range of applications. They impart water-repellency, oil or   stain resistance properties to textile and leather items. This restriction aims to prevent the substitution of C8 fluorinated compounds such as PFOA by longer chain fluorinated compounds (C9-C14).

The concentrations defined in the articles, applicable from February 25, 2023, are as follows:

§  ˂ 25 ppb (0.025 mg / kg) for the sum of C9-C14 PFCAs and their salts,

§  ˂ 260 ppb (0.260 mg / kg) for the sum of C9-C14 PFCA related substances.

条款中规定的浓度（自2023年2月25日起生效）要求如下：

The text mentions few temporary exemptions, particularly for personal protective equipment (PPE): “textiles for oil- and water-repellency for the protection of workers from dangerous liquids that comprise risks to their health and safety” which will not be affected by the new restriction until July 04, 2023.

This restriction on the C9-C14 PFCAs is included in entry 68 of annex XVII of the REACh regulation, in place of the text relating to PFOA, restricted since June 2020 via the regulation on persistent organic pollutants (regulation POP 2019/1021).
